7 Klingons ambassadors are staying on USS enterprise for a peacekeeping mission. 2 of the Klingons were attacked by unknown persons. One of them was hit with a box 23 times. A note was found on one of them as they were being brought to the medical bay. It is believed that the note has information about the attacker but it's coded.
